Stanley T. Omland

Stanley T. Omland, PE, PP, LEED AP


Stan Omland formed Omland Engineering Associates, Inc. in 1997 with the goal of redefining the way the engineering field is envisioned by bringing service and quality to his clients through leadership, superior designs, advanced regulations knowledge and maintaining the highest standards in the field.

Mr. Omland is a leader in the Land Development field. He has been involved with the Builders Association and assisted in the development of many legislative acts. He has also served as Consulting Township Engineer, and is currently serving as Consulting Planning Board Engineer to several Essex County and Morris County Municipalities.

As an expert witness, Mr. Omland has represented Passaic County, the State of New Jersey Department of Transportation, various Boards of Education, private developers, and numerous individuals and corporations in civil engineering, construction, and environmental permitting matters. These matters have been decided before the Superior Court of the State of New Jersey, condemnation hearings, planning and zoning boards.

Mr. Omland has also been responsible for the civil engineering design tasks for a number of golf course related projects. These include feasibility studies and layouts, residential/golf course communities, golf course facility improvements, and redesigns.

Prior to forming Omland Engineering Associates, Inc., Mr. Omland was President of one of the largest civil engineering firms in New Jersey.

Eric Keller

Eric L. Keller, PE, PP, LEED AP

Executive Vice President

Eric Keller joined Omland Engineering Associates in 2000 to expand their service base to include traffic engineering and transportation planning services. He, along with Chuck Thomas, provides for day-to-day management of the firm's engineering operations and technical staff. Mr. Keller is also engaged in business development activities for the firm to attract new clients and projects.

With almost 30 years of experience in the field, he has been involved in a number of notable projects throughout his career. He has appeared before numerous Planning and Zoning Boards throughout New Jersey and in New York and Pennsylvania. Mr. Keller has also testified before commission hearings and in Superior Court on condemnation matters.

Mr. Keller is a licensed professional engineer in the States of New Jersey, New York and Pennsylvania. He is also a licensed professional planner in the State of New Jersey and a LEED® Accredited Professional.

Notable projects during his career have included expansions of several regional shopping centers in New Jersey; major office, residential and industrial projects; educational and institutional expansions; infrastructure improvements; transportation planning studies of highway corridors and municipal traffic review services for over a dozen communities. He currently serves as the Municipal Engineer for the Borough of Stanhope, Sussex County and the Planning/Zoning Board Engineer in West Orange.

He has also been active in community and professional organizations. Mr. Keller serves as a Director of the Community Builders Association and is a member of the NJBA Highlands Committee. Mr. Keller also served as the Co-Chairman of the Management Committee for RideWise of Raritan Valley, the transportation management association for Somerset County. He has also been active in traffic and transportation issues with the Somerset County Chamber of Commerce.

Charles Thomas

Charles Thomas, Jr., PE, PP, CME, LEED AP

Vice President

Chuck Thomas has been with Omland Engineering Associates, Inc. since its inception in 1997 and is one of three key project managers in the company. With close to 25 years of experience in the civil engineering field, Mr. Thomas has been instrumental in setting the design standards that Omland Engineering provides for its many clients.

Omland Engineering’s goal is to continually update our staff engineers’ knowledge of new design techniques and current and pending regulations. This knowledge base allows the client to have the most efficient approval and permitting process, thereby launching the project into the construction phase more rapidly. Local zoning, environmental constraints, and client goals and expectations are all kept in focus.

Mr. Thomas has performed various municipal duties and has been consultant to various Municipal Planning and Zoning Boards. His working knowledge of design and permitting enable him to assist the various Boards with reviews that not only verify conformance with local regulations, but also identify feasibility of permitting with State and County regulations. When performing municipal reviews, Mr. Thomas’ goal is to assure the Municipality and its citizens that all applicable regulations can be complied with. Mr. Omland and Mr. Thomas have had a close working relationship for close to 20 years.

William H. Hamilton

William H. Hamilton, PP, AICP, LLA, LEED AP

Vice President

Bill Hamilton joined Omland Engineering Associates, Inc. in 2002 and has over 25 years experience in the fields of Planning and Landscape Architecture. Prior to that, he was the Director of Planning for a large New Jersey planning and engineering firm. He is also one of three key project managers in the company.

Mr. Hamilton’s design philosophy is centered on creating livable communities and outdoor public spaces that complement and support the natural environment through creative design solutions. A balancing of economic and social factors with the environmental concerns is a trademark of Mr. Hamilton’s designs. This philosophy is evidenced on all of his projects, be it the design of a 500 unit Planned Residential Community or a passive recreation retreat in a residential backyard.

Mr. Hamilton is experienced in providing expert testimony before Planning and Zoning Boards in support of his projects. His expertise includes all aspects of professional planning and landscape architecture, sustainable design, including park and recreation planning, land-use analysis, site plan preparation, environmental reporting, planting design, and project management and construction.

He is a licensed Professional Planner and Certified Landscape Architect in New Jersey, and a Registered Landscape Architect in New York. He is also a member of the American Institute of Certified Planners, the American Society of Landscape Architects and the U.S. Green Building Council.

Michael J. Spillane

Geoffrey R. Lanza, PE, PP, LEED AP

Vice President

Geoff Lanza joined Omland Engineering Associates in early 2011, primarily to expand the firm’s presence in southern New Jersey. Mr. Lanza has 30 years of experience in the design and management of land development and redevelopment projects across various market sectors. Throughout his career with several firms he has worked with increasing effectiveness to manage larger and more complex projects. Prior to joining OEA he had been with the consulting firm, PS&S, where he progressed through the organization from a Project Manager to a Senior Vice President and the Principal-in-Charge of the 40 person Civil Engineering Department. In addition, Mr. Lanza was instrumental in the development of two regional offices for PS&S.

Mr. Lanza has also been involved in several landmark projects throughout New Jersey, including: Port Imperial, the large 4000 unit mixed-use development along the Hudson River in Weehawken and West New York; the Camden Amphitheater (now called the Susquehanna Bank Center); the New Jersey Motorsports Park in Millville; the recent expansions to the Borgata Hotel Casino; and expansions to several Regional Shopping Malls.

Mr. Lanza is a Professional Engineer licensed in New Jersey, Pennsylvania, and New York. He is also NJ-licensed Professional Planner, as well as a LEED Accredited Professional. He has testified at hundreds of Planning and Zoning Board hearings throughout New Jersey, and has also provided expert Civil Engineering testimony for several court cases.

Mr. Lanza has been active in many professional and community organizations. He currently serves on the Urban Land Institute’s Southern NJ Committee, and has been on the Board of Directors of the NJ Smart Growth Alliance. He has also enjoyed being a mentor to Philadelphia high-schoolers in the ACE Mentor Program.

Ted Cassera

Theodore D. Cassera, PE, PP

Ted Cassera joined Omland Engineering Associates, Inc. in 2010. During his 38 year career he has become known as one of the top engineers in New Jersey, and he is highly respected by his peers in the civil engineering industry.

Mr. Cassera spent 35 years with the Schoor DePalma organization, which operated under the name Canger and Cassera in the 1970s and 80s. He was responsible for the design and management of major site development projects including sports arenas, two state prisons, and numerous corporate headquarters.

While establishing his reputation for engineering excellence with Schoor Depalma, Mr. Cassera oversaw hundreds of residential, health care, retail, industrial, commercial, athletic facility and education-related site plans and subdivisions.

Mr. Cassera progressed through the ranks of Schoor DePalma to become Senior Executive Vice President. He was later named Director of the firm’s $25 million Real Estate Division with departments in New Jersey, New York and Pennsylvania. He also served as a member of the Board of Directors of Schoor DePalma for more than a decade.

Mr. Cassera has twice been appointed a member of the New Jersey State Board of Professional Engineers and Land Surveyors. He has been Chairman of the NJIT Civil and Environmental Department Advisory Board since 2004.

James Woods

James Woods, PE

Chief Engineer

James Woods joined Omland Engineering Associates, Inc. in 2005 and brought more than 35 years of diverse civil engineering experience to the firm. He has served as Chief Engineer and/or project manager for both public and private sector projects.

As Chief Engineer, Mr. Woods presides over the civil engineering design services provided by the firm, and along with Mr. Omland, is primarily responsible for the quality and technical accuracy of all plans produced by Omland Engineering Associates, Inc. He also represents the firm at public hearings, in addition to meetings and technical discussions with regulatory agencies.

Mr. Woods’ diverse skills and experience in the private sector include design and permitting for various types and sizes of land development projects including single and multi-family residential projects, office buildings and parks, retail centers, industrial facilities, and sanitary landfill expansions for waste management companies and designed containment and countermeasure controls for chemical waste management.

In the public sector, Mr. Woods has been project manager and chief designer of county roadways including realignment, widening and other modifications, prepared regional flood control master plans and facilities and consulted with city governments regarding recommendations to extend the life of solid waste management facilities.

In 2004, Mr. Woods put his primary area of expertise in Hydrology and Hydraulics to bear for the State of New Jersey’s Stormwater Management Regulations project. Mr. Woods is a licensed Professional Engineer in New Jersey and New York.

David Dixon

David Dixon, LS, PP

Director of Surveying

Mr. Dixon has been involved in the art and science of Land Surveying and development for his entire working career. As Director of Surveying, he is responsible for all facets of Land Surveying projects, from initial client contact through research and computations, on to the final product. His diverse experience in both private and public sector work has given him the tools to provide the proper technical and practical supervision of any Surveying and Mapping project. These types of projects range from 5,000 s.f. to over 1200 acres.

Mr. Dixon has been licensed in the State of New Jersey since 1981 and is also currently licensed in the State of New York. Mr. Dixon is a former President of the New Jersey Society of Professional Land Surveyors.

Mr. Dixon adds to Omland Engineering Associates, Inc. the ability to provide GPS, GIS, and the newest of information technologies to our clients.
